Measure to restore journalist access to prison inmates is likely dead

After its staff identified a potential $150,000 cost and the Governor's Department of Finance lodged its opposition, the Senate Appropriations Committee, last week, voted to place legislation that would restore journalists' access to prison inmates for face-to-face interviews on the committee's suspense file.

Given the state's fiscal crisis, it is highly unlikely that AB 1270, by Assemblyman Tom Ammiano (D-San Francisco) will move out of the committee. With rare exception, when the Appropriations committee places a bill on its suspense file it is usually the death knell for the bill.
